What restaurants are not losing quality to save money?

In the past few months I have noticed that restaurants are using cheaper cuts of meat for steaks and filling our drinks with so much ice that when it melts your coke or whatever it is is so watery that you can't drink it (no free refills). This has happened in many restaurants in Austin, San Antonio, and Corpus Christi. If anyone knows any good chains or restaurants in these areas please let me know. What restaurants are not losing quality to save money?
Lets take the drinks first. They should not think they are saving money on watering down soft drinks. The syrup only costs a couple cents so ask them for no ice (hell, it's winter time). If they do not offer free refills, I would no longer visit that restaurant.

As for the cuts of meat, are you saying that they are substituting a different cut or a lower quality meat? If it is a different cut, they are misrepresenting the meat being served and is illegal in most states. If they are using a lower grade of meat, it is legal but they will lose long term customers. What I think here is that they have changed beef suppliers which gives a lower grade. Ask the manager if that is the case and mention that the meat is tougher or is not as tasty. As for other restaurants, to try, you might go after the national chains like Outback or Black Angus orr Lawry's (I believe you have one in Dallas),. Of course you can try the premium locations like Ruth Chriss or Mortons but make sure you have plenty in your wallet. What restaurants are not losing quality to save money?
try the local diners that use grills. The few around here are always delicious. They get it right every time.
