How can I start selling homemade cakes to supermarkets or restaurants?

I know how to make a delicious cake and I know that it is a very sellable product. The problem is where to begin, I would like to distribute to stores or restaurants but don't know how to go about it. I live in Houston, TX. Any help would be great! How can I start selling homemade cakes to supermarkets or restaurants?
Go to http://www.score.org/ and in the upper left hand corner, enter your zip code. On the next screen, you will get information on the nearest SCORE chapter. Call them and arrange for a free meeting with a volunteer SCORE counselor. They will guide you through the process.

SCORE is a nonprofit association dedicated to entrepreneur education and the formation, growth and success of small business nationwide and is a resource partner with the U.S. Small Business Administration (SBA).

SCORE has 389 chapters in locations throughout the United States and its territories, with 10,500 volunteers nationwide. Both working and retired executives and business owners donate time and expertise as business counselors. How can I start selling homemade cakes to supermarkets or restaurants?
Do you have all the required health department licences and inspections? You'd need that first, so start with them. Then when you get all those requirements met, start making the rounds of potential customers (with samples).

Note that you'll be required to have liability insurance to sell to them - probably with huge limits on it.
