This question was soooo meant for me. My hobby (when I have the time) is going around and eating at the best restaurants in California with my closest friends! I even made my own "restaurant directory". These are my personal favorites that I would definitely recommend for special occasions.
Santa Barbara = Moby Dick or Cafe Los Arcos ($) - BEST FOOD, on the dock, very cheap!
Newport Beach = Bayside Restaurant or First Cabin at Balboa Bay Club ($$$) - BEAUTIFUL settings
Costa Mesa = The Clubhouse ($$) - they give big portions at reasonable price. Must try the Creme Brule.
Costa Mesa = Sutra Lounge
Irvine = Melting Pot (known for their deserts)
Los Angeles = Woodranch Restaurant at The Grove (best bread %26amp; steak ever) ($$)
Los Angeles = Mr. Chow
Los Angeles = Matteo-if you like wine
If you do decide to go to LA, I would recommend going to Koi Sushi House afterwards for some drinks!

For a chain I would say the Macaroni Grill, Bubba Gumps.

where in CA do you live? for italian, i'd say Olive Garden and Maggianos. Breakfast IHOP. American all you can eat - Hometown Buffet. OR you might wana try Red Lobster, Black Angus, Benihana Japanese. There's a lot!
